The data of the Italian auto market for April 2022 were decidedly negative with a collapse of 33% compared to the same month of 2021. The expectation of new incentives also weighed on this result. Precisely for this reason, UNRAE has asked the Government to rush to give the green light to the new contributions. Indeed, it has been several weeks since the new incentives were announced and the market is wondering when the new funds will be available.
The Dpcm containing the measures in support of the Italian automotive sector had been signed by the Prime Minister Mario Draghi on 6 April 2022. To make the new incentives effectively available, three further steps were then necessary: the green light of the Court of Auditors after a prior check of legitimacy , the publication of the Dpcm in the Official Gazette and the adaptation of the Ecobonus IT platform.
The technical times to get to the publication in the Official Gazette with the green light of the Court of Auditors can take up to 30 days. However, the automotive sector had “hurried” the government by asking several times that the new economic contributions be made available as soon as possible to help a market in great difficulty. So, unfortunately, it was not seen that we are already in May. Therefore, technical times in hand, in a few days the green light from the Court of Auditors should arrive with the subsequent publication of the Dpcm in the Official Gazette.
Then it will come to adapt the IT platformanother step that may take some time.
The new incentives do not only concern cars but there are also innovations that also concern commercial vehicles, car sharing and motorcycles (New funds will be disbursed for incentives dedicated to electric two-wheelers), even the endothermic ones. Therefore, the Ecobonus platform will have to be updated. Since the changes are not few, the adjustment times could take several days. At this point it can be assumed that the incentives will start in a couple of weeks, not before the middle of Mayas long as there are no hitches or delays.
Then there is the risk that it also comes to a sort of click day. In this waiting period, the concessionaires are collecting bookings for new incentivable models, ready to apply for the contribution as soon as the platform is put online. Especially for cars in the 61-135 g / km CO2 range, there is a risk that the funds available may last very little.
All that remains is to wait for the next few days to see if the new incentives will take any step forward.
Let us briefly recall the structure of the new incentives for new cars.
- Auto 0-20 g / km of CO2 (up to 35 thousand euros + VAT): 3 thousand euros without scrapping – 5 thousand euros with scrapping (220 million euros in 2022)
- Car 21-60 g / km of CO2 (up to 45 thousand euros + VAT): 2 thousand euros without scrapping – 4 thousand euros with scrapping (225 million euros in 2022)
- Auto 61-135 g / km of CO2 (up to 35 thousand euros + VAT): 2 thousand euros with scrapping (170 million euros in 2022)
