Josep-Ramon Ferrer (Tarragona, Spain. 1970) is engineer in Telecoms and Electronics and holds a Master Degree in Digital TV.
He is International Senior Advisor and Institutional Business Development Director of DOXA Innova&Smart Consulting. He is also vice-Dean of the Association of Telecommunication Engineers of Catalonia.
Until June 2015, he was CIO and Smart City Director of the Barcelona City Council and CEO of the Barcelona Institute of Technology (BIT), where he planned and executed the Barcelona Smart City project that ranked the city to be the first Global Smart City WorldWide and European Capital of Innovation (European Commission, 2014).
Previously he held various executive positions at the Government of Catalonia, all related to Telecommunications and Information Society, where he was appointed Director-General of Telecommunications Infrastructure and Networks and Director-General of Information Society. He has participated in the Barcelona Committee for the Mobile World Congress application and in country-wide transformational projects such as the development of the fibre optic & TV digitalisation.
He has been president of the Association of Telecommunication Engineers of Catalonia and has participated in expert consultation processes and advisory boards of the European Commission, the Spanish Ministry of Industry and the National Telecommunications Market Commission. He is member of the jury of various international prizes, namely the Smart City Expo & World Congress Awards; and lectures in various universities.
He speaks Spanish, Catalan, English and French.
